Minor characters are not just props for your main character's story.
They should be fully-realized people in their own right. Consider Mr. Tumnus from The Lion The Witch and The Wardrobe, Gloria Dump from Because of Winn Dixie, and Nearly Headless Nick from Harry Potter. All memorable, but all minor players in their stories.
